If Russia could veto only one U.S. 'pet project' - NATO or missile defense - which do you think they would choose? I think NATO, because they can easily reconfigure defenses to accommodate missile defense.

I still think that, before Russia's interests are taken seriously in the U.S., it will need a domestic constituency pushing those interests (i.e., the business community). Our trade/investment with Russia is much lower compared to China, and I think that is why China gets much better treatment in the media and political circles, despite having a worse record on democracy and human rights.

Thanks for your comments. I agree with you 100% on the priority of "pet projects." NATO expansion is much more problematic for Russia -- especially in case of Ukraine, given how the two countries are connected economically and culturally.

As far as representing Russian interests in the U.S. is concerned, you're right again. However, to a great extent, Russia can only blame itself: it's perhaps the only major world power that doesn't have a working "state" lobby in DC (by "state" I mean a lobby representing the Russian government rather than corporations or individuals). The Chinese are doing much better job in this area.
